STAFF BIOGRAPHIES

Vandell Hampton, Jr.
As Executive Director of FSCLF, Mr. Hampton is responsible for the overall management of FSCLF and
its operations. Under Mr. Hampton's leadership, since January 2004, FSCLF has made 66 loans totaling over $5.1 million.
Prior to joining FSCLF, Mr. Hampton was with The Enterprise Center in Philadelphia, PA for four years. At this small business incubator he managed a micro-loan fund and was heavily involved in consulting and technical assistance activities. Mr. Hampton assisted over 40 businesses in raising an excess of $4 million in capital for business start-up and expansion. Mr.
Hampton also spent seven years with Rural Development (RD), an agency of the U.S. Department of Agriculture. At RD, Van worked in the Rural Housing
Unit, where he financed single-family homes for low-income individuals. At
RD, Mr. Hampton also worked in the Community and Business Program Unit,
where he financed water and sewer systems for small towns in rural Delaware and Maryland.
Mr. Hampton received his BS Degree in Marketing from Delaware State
University in 1993. He currently lives in Wilmington with his wife, Gina
and their four kids, Jade
(age 20, in college), Scott (17), Nia (11) and
Zoe (9). Mr. Hampton enjoys reading, fishing and spending time with his
family.

Sheila Harrigan
Ms. Harrigan serves as Community Lending Team Leader for FSCLF. Sheila has been with FSCLF for nine years and has oversight responsibilities for the entire lending process, which includes underwriting, portfolio manage-ment, collections and loan servicing. Prior to joining FSCLF, Sheila worked as a housing counselor with NCALL Research, where she was responsible for providing home ownership counseling for low-to-moderate income families to help them qualify
for affordable home mortgages. |

Robert Kauffman
Mr. Kauffman is the Community Lending Officer for FSCLF. Robert has been with FSCLF for five years and
his primary responsibilities include underwriting, collection and servicing, marketing and outreach. He has over 20 years' experience in the commercial banking industry and has held positions from loan officer to bank president. Robert has also owned and operated several small businesses. |

Heather Pari
Heather Pari currently serves as the Portfolio Manager for First State Community Loan Fund; she has been with FSCLF for nine years. Her responsibilities include: reviewing loans for compliance with stated policies and risk ratings of FSCLF, monitoring the Loan Portfolio for Delinquencies, overseeing the Legal Process once a problem loan is identified, and pursuing collection efforts through various courts of Delaware.
Prior to joining FSCLF, Ms. Pari held a Lending and Loan Resolution position with a Commercial Bank located in Philadelphia. While there, she managed a loan portfolio and developed new business loan opportunities for customers requiring $50,000 to $1 million for working capital, equipment purchases and real estate development.
In addition, she worked for an International Bank in New York City financing industrial projects though out the world. The projects were generally related to building alternative energy resources, gas pipelines and resource recovery. In addition, she provided financing for projects related to the entertainment industries, which included a number of professional sports arenas.
Ms. Pari holds an MBA from Northeastern University in Boston, and a Finance
Degree from Bentley College. She lives in Pennsylvania with her husband Bob
and son Andrew, (12). |

Delores Lee
Delores Lee currently serves as Business Program Specialist for FSCLF. In her current position, she is responsible for getting the word out to the public, and to Delaware small businesses in particular about the small business loan products and the technical assistance (small business training) available at FSCLF. Delores accomplishes this by networking with community organizations, facilitating “free-to-the-Public” informational sessions, setting up displays at exhibits, and building relationships with individuals throughout Delaware.
Prior to her current position, Delores was the Loan Administrator for four years at the First State Community Loan Fund. She handled the administrative processes between the customers and staff.
Before joining FSCLF, Delores served as the Administrative Assistant to the Vice President of Marketing of the Lincoln Insurance Group in the city of Wilmington for ten years.
Delores attended Winston-Salem State University for two years and Goldey Beacom College for two years. She lives in Newark, Delaware with her husband of 22 years. They are the proud parents of a son, a daughter, and four grandchildren.

Jan W. Slattery
Jan is Program Director-Asset Building for FSCLF. In her role, she oversees the statewide Delawareans Save! Individual Development Account (IDA) collaborative program where low-income Delawareans have their savings matched for homeownership, small business creation or growth and post-secondary education. Jan works with the six program sites (YWCA, Nehemiah Gateway CDC, Interfaith Housing DE, First State Community Action Agency, West End Neighborhood House and NCALL Research, Inc.) to coordinate, oversee, and implement activities and outreach for the IDA collaborative statewide.
Prior to joining FSCLF, Jan was the IDA Program Coordinator at the YWCA of New Castle County. There, Jan was responsible for three different individual development account (IDA) programs and provided credit counseling, financial literacy training and support for IDA participants.
Jan conducts trainings for financial literacy trainers and provides technical assistance for new and established IDA (Individual Development Account) programs. She is a member, since 2006, of The Assets Alliance, a national organization of experts and consultants in the asset-building field. She has worked in the non-profit asset-building field since 1995.
Certified as an instructor on housing counseling by the Delaware Association of Realtors, Jan taught courses at the New Castle County Board of Realtors (NCCBOR) for four years. As program director of the “Delaware Housing Counseling Partners”, Jan was awarded a first place 1998 “National Award for Innovative Programs in Housing Counseling” from the National Federation of Housing Counselors.
